On the 24th of June 2010, over 30 participants from Public Transport Administrations, Train Operating Companies, Suppliers, associations and the EU met in Brussels for an ECORailS Stakeholder Forum. In the event, which was organised by the Berlin Senate Department for Urban Development, TSB-FAV and Allianz pro Schiene in the Office of the Land Berlin to the EU, the needs of the stakeholder on the European level for a effective and legally secure green awarding were discussed.

After a presentation of the EACI officer Olav Luyckx on the reasons for supporting ECORailS, the needs have been discussed in a panel discussion together with Permanent Secretary of State in the Senate Department for Urban Development Maria Krautzberger, Olav Luyckx, Brigitte Ollier from UITP, the managing director of the Technology Foundation Berlin (TSB-FAV) Thomas Meissner, and Matthias Pippert from Allianz pro Schiene, responsible for the Guidelines elaboration in ECORailS. The panel agreed on the necessity to introduce far-reaching technologies and operational measures into regional rail transport, which are mostly already existing today.

The necessity for European actions was highlighted, as regarding sector-wide accepted measuring specifications and the need to demonstrate the realisation potentials. In particular the refurbishment of existing fleet has been discussed, which is often a barrier for a higher energy and environmental performances. The ECORailS Guidelines, presented by Matthias Pippert, where shown as a suitable toolbox to increase the use of green criteria in regional rail awarding. The Guidelines are already in pilot application tests at the four consortium sites which have started in March 2010 (until February 2011). The respective site managers have presented the actual status and first results.
